誰かと組んで進めるとは、

中国　宋王朝時代のある人物が残した言葉とされています。
これは、 三国時代の呉と蜀が結んで同盟の実態について
評したものです。

昔の話ではないと思いますよ。

三国の英雄、曹操が世を去って
次の世代になった時
一時期、関係が悪化していましたが、
呉と蜀が同盟を結んで 魏を倒そうとします。
しかし、結果に結びつきません。

同盟が悪いのではなく、その内容に対してです。
それぞれの姿勢を評していると言われています。
